Since taking office as Mayor of Rotterdam in 2009 and serving until 2024, Aboutaleb has played a pivotal role in transforming and improving the city. A key aspect of his leadership has been addressing Rotterdam's unique water management challenges, given its location at the confluence of three rivers and its extensive man-made port built on a river. A water management that also means challenges in the domain of spatial planning and double use of land. His innovative approach has focused on using, reusing, and creating space for water while engaging all stakeholders to ensure the protection of residents. The reshaping of the city during his tenure has not only had a physical impact but has also brought about significant social transformation.
